Are BRT Bus Drivers Allowed To Load Their Buses With Goods On The Aisle?

The photos taken at Idumota area of Lagos portrays how officials of the Bus Rapid Transport(BRT) normally load the buses with goods together with passengers from Idumota. We were also told that the officials often collect tickets for the loads which they will resell later and keep the money to themselves. Is this allowed on BRT. Its even dangerous if theres an emergency how would pople come out of the bus and find their way out of the vehicle. Normally its written all public buses especially the modern ones keep the aisle clear. A lady is seen struggling to cross over the load to come down. How sad, does Governor Fashola know?
